There's a jack stand right there too, if a dick was going to get parking justice, he'd at least take the back wheel if not all 4. If someone did this because of barely parking over the line, he's the much bigger douchebag.

They use cinder blocks if they're stealing. This is someone just fixing their tire. My guess is they took the photo themselves so they could Facebook it or something.
